1. Prepare the Custard Layer
- In a medium bowl, whisk together the evaporated milk, condensed milk, eggs, and vanilla until completely smooth and well blended. Set aside.
2. Make the Cake Batter
- In a large mixing bowl, whisk together the flour, sugar, and baking powder.
- Add the melted butter, milk, eggs, and vanilla extract. Stir until smooth and lump-free. Do not overmix—just combine until even.
3. Assemble
- Grease a deep baking pan (about 8 or 9 inches wide).
- Pour the custard mixture into the pan first.
- Carefully pour the cake batter on top of the custard layer. Pour slowly over a spoon or the back of a spatula to prevent disturbing the custard underneath.
4. Bake in a Water Bath
