- Preheat the oven: Preheat your oven to 350°F (175°C). Lightly grease a 9×13-inch baking dish or similar-sized casserole dish and set aside.
- Cook the beef: In a large skillet over medium heat, cook the ground beef, breaking it up with a spoon, until fully browned—about 6–8 minutes. Season with salt, pepper, and garlic powder. Drain excess fat and remove from heat.
- Make the cheese mixture: In a large bowl, whisk together the milk and the can of cream of cheese (or cheddar) soup until smooth. Stir in 1½ cups of the shredded cheddar cheese and mix until evenly combined.
- Combine all ingredients: Add the cooked pasta and browned beef to the cheese mixture. Stir everything together gently until the beef and macaroni are evenly coated in the creamy sauce.
- Transfer to baking dish: Pour the mixture into the prepared baking dish and spread into an even layer. Sprinkle the remaining ½ cup cheddar cheese evenly over the top.
- Bake: Place the dish in the oven and bake uncovered for 20–25 minutes, or until bubbly and the cheese on top is melted and lightly golden.
- Serve: Remove from oven and let cool for 5–10 minutes before serving. Garnish with chopped parsley or an extra sprinkle of cheese if desired. Serve hot as a main dish or filling side.
