1️⃣ Prepare the Cauliflower
- Cut cauliflower into small florets.
- Steam over simmering water for 3–4 minutes until just tender but still firm. Do not overcook.
- Set aside and let cool slightly.
2️⃣ Preheat the Oven
- Preheat oven to 400°F (200°C).
3️⃣ Make the Sauce
- In a saucepan, melt butter over medium heat.
- Whisk in the flour and cook for 1 minute.
- Add bay leaf and garlic. Stir for another minute.
- Gradually whisk in the milk, followed by nutmeg, salt, and black pepper.
- Simmer, stirring constantly, until the sauce thickens (about 5–6 minutes).
- Remove bay leaf, then stir in ¼ cup Parmesan. Set aside.
