For the Rice:

Instructions
- Cook the Rice: In a medium saucepan, bring 2 cups of water or chicken broth to a boil. Add the rice and a pinch of salt, then reduce the heat to low. Cover and simmer for 15-18 minutes, or until the rice is tender and the liquid is absorbed. Remove from heat and fluff with a fork. Optionally, stir in 1 tablespoon of butter for extra richness.
- Cook the Shrimp: While the rice is cooking, heat 2 tablespoons of olive oil and 2 tablespoons of butter in a large skillet over medium-high heat. Once the butter is melted, add the shrimp in a single layer. Season with salt, black pepper, and red pepper flakes (if using). Cook the shrimp for 2-3 minutes per side, or until they are pink and opaque. Be careful not to overcook them, as shrimp can become rubbery if left too long. Remove the shrimp from the skillet and set them aside.
- Make the Creamy Sauce: In the same skillet, reduce the heat to medium and add the minced garlic. Sauté for 1-2 minutes until fragrant. Add the heavy cream and chicken broth, stirring to combine. Bring the mixture to a simmer and cook for 3-4 minutes, or until the sauce begins to thicken slightly. Stir in the Parmesan cheese and garlic powder, continuing to cook for another 1-2 minutes until the sauce is creamy and smooth.
- Combine the Shrimp and Sauce: Return the cooked shrimp to the skillet, tossing them in the creamy sauce to coat. Allow the shrimp to heat through for 1-2 minutes, then remove from heat. Stir in the fresh lemon juice (if using) for a touch of brightness and balance.
- Serve: Spoon the cooked rice onto plates and top with the creamy garlic shrimp and sauce. Garnish with freshly chopped parsley for a burst of color and freshness. Serve immediately and enjoy this rich, comforting dish!
