Step 4: Prepare the Sauce
- Heat olive oil in a large skillet or Dutch oven over medium heat.
- Add the onion and sauté for 2–3 minutes until soft.
- Stir in the garlic and cook for another 30 seconds.
- Add the crushed tomatoes, tomato sauce, basil, sugar, salt, pepper, red pepper flakes, and water or broth.
- Simmer for 10 minutes, stirring occasionally.
Step 5: Cook the Cabbage Rolls
- Place the cabbage rolls seam-side down into the sauce.
- Spoon some sauce over the top to coat evenly.
- Cover and simmer on low heat for 45–50 minutes, until the rolls are fully cooked. Alternatively, bake at 350°F (175°C) for 45 minutes.
Step 6: Serve
Garnish with extra Parmesan cheese and fresh parsley. Serve warm with crusty bread or a fresh green salad.
